本人亲身遇到过这个问题，可能和你遇到的不一样，但一定有一样的。
我是在导入PHP项目的时候遇到的这个问题。比如你有两个PHP项目，一个是正常的，一个是有问题的（ctrl＋左键失效），那么就打开正常的那个项目里边的.project文件看看，和不正常的项目中的.project文件比较比较，可能会有不同，那里边有一些配置信息，你要发现哪些是项目独有的，，哪些是公用的，就把那些公用的配置考进去，然后ctrl＋左键失效的问题应该就能解决。
举个例子，有毛病的.project是这样子的：
<?xml version="1.0" encoding="UTF-8"?><projectDescription><name>xxx</name><comment></comment><projects></projects><buildSpec><buildCommand></buildCommand></buildSpec><natures></natures></projectDescription>正常的是这样子的：
<?xml version="1.0" encoding="UTF-8"?><projectDescription><name>yyy</name><comment></comment><projects></projects><buildSpec><buildCommand><name>org.eclipse.wst.validation.validationbuilder</name><arguments></arguments></buildCommand><buildCommand><name>org.eclipse.dltk.core.scriptbuilder</name><arguments></arguments></buildCommand><buildCommand><name>org.eclipse.wst.common.project.facet.core.builder</name><arguments></arguments></buildCommand></buildSpec><natures><nature>org.eclipse.wst.common.project.facet.core.nature</nature><nature>org.eclipse.php.core.PHPNature</nature></natures></projectDescription>你会发现，正常的没有项目独有的配置，全是一些关于eclipse项目的配置，那就拷贝过去接行了，然后把项目名称换一换就行。
